How to find the information

Morgan County confirms the County Clerk at 450 Prestonsburg Street, West Liberty, KY 41472 and the Sheriff at 606-743-3613. The clerk association’s morgan.clerkinfo.net link redirects to https://morgancoclerkky.gov/. Its Open Records Request page, https://morgancoclerkky.gov/927-2/, describes hand delivery to that street address, mail to PO Box 26, West Liberty, KY 41472, fax to 606-743-2111, or its published email route. It asks for the standard form or a written request identifying the applicant and precise records; review its eligibility guidance. The page states a response within five business days and advance payment before copies. This is a general records-request procedure; a dedicated delinquent-tax lookup or complete online tax-year coverage was not confirmed.

For transferred delinquent real-property tax bills, ask the County Clerk for the existing certificate-of-delinquency register, bill/certificate copies and payment, assignment or release history for the specified tax years. Provide the property address, parcel or bill number if known and the desired as-of date; these are request identifiers, not verified online search fields. Ask which years and formats are available and whether any public inspection or electronic-copy route is offered.

Kentucky DOR describes transfer from the Sheriff to the Clerk at the close of April 15 under the normal collection schedule; alternative schedules can change the transfer date. Confirm the actual year and transfer status. An ordinary current-year bill or Sheriff receipt is separate from the Clerk’s delinquent certificate. A dated sale advertisement covers certificates offered at that sale, not all currently unpaid accounts. Ask about certificates excluded, paid, assigned or released after publication.

For a certificate sold to a third party, ask the Clerk for the assignment and recorded release information and identify the current holder for a dated payoff. Court foreclosure, redemption and any surplus distribution records are separate; ask for the case number and responsible Circuit Court Clerk or sale officer where applicable. A certificate sale is not itself a sale of the real estate. Do not infer current balances from old notices.

What to ask for

“I am looking for publicly available delinquent real-property tax records for Morgan County for [tax year]. Which office maintains these records? Is there an online search or downloadable list? If not, how can I request a copy, and what fees apply?”

Have the property address, parcel number, owner name, and tax year ready when searching for a particular property.
