Norwich tax-records guidance (municipal example)How to find the information
Connecticut property-tax collection is municipal. This directory groups places under the nine planning regions used as Census county equivalents, rather than the eight legacy counties. The planning-region council is not the collector. Identify the municipality and any separate borough, fire or special taxing district for the parcel. The Office website link opens OPM’s Municipal Tax Collectors page and its dated Tax Collector List for local routing.
Norwich Tax Collection links Tax Bill Inquiry and describes its Collector of Delinquent Taxes and Revenue Clerks. If the inquiry instructs you to contact the office, the city specifically publishes 860-823-3760. Request the real-estate account history or the existing delinquency report rather than using the general City Hall number.
Municipal collector contacts in this planning region (state directory dated October 7, 2026; the reviewed example uses its published department line): Bozrah: 860-889-2689; Colchester: 860-537-7210; East Lyme: 860-691-4109; Franklin: 860-642-7206; Griswold: 860-376-7060; Groton: 860-441-6673; Lebanon: 860-642-7222; Ledyard: 860-464-3233; Lisbon: 860-376-4188; Montville: 860-848-6775; New London: 860-447-5208; North Stonington: 860-535-2877; Norwich: 860-823-3760; Preston: 860-887-5581; Salem: 860-859-3873; Sprague: 860-822-3000; Stonington: 860-535-5035; Waterford: 860-444-5815; Windham: 860-465-3021.
To obtain records, request an existing delinquent real-estate report, account ledger/payment history or parcel payoff from the responsible collector. Specify the municipality, parcel or account identifier, tax years, desired as-of date and inspection or electronic-copy format. Ask about record coverage, additional district accounts and copy, certification or extract fees. A tax-sale notice or recorded lien does not certify today’s unpaid balance.
What to ask for
“I am looking for publicly available delinquent real-property tax records for Southeastern Connecticut Planning Region for [tax year]. Which office maintains these records? Is there an online search or downloadable list? If not, how can I request a copy, and what fees apply?”
Have the property address, parcel number, owner name, and tax year ready when searching for a particular property.
County-specific notes
Norwich expressly says its participating bank locations do not accept delinquent taxes and routes those payments to the City Hall Tax Office at 100 Broadway. That payment restriction does not define the records-access method or a complete delinquency population. The downstream inquiry was not tested. Foreclosure auctions and tax-sale listings are separate from ordinary account history. Municipal contacts outside the example come from the dated state directory and were not individually reconfirmed on each local website. The state list also has a separate borough section; special/fire district collection may require an additional office. Reviewed status concerns access guidance, not taxpayer liability. No taxpayer rows are included.
